Outsourcing Labor

Not too long ago I got a ticket for running a red light in Houston. It was one of those dang traffic cameras. I am writing my check now to pay the City of Houston and can’t help but notice that my check will be going to Cincinnati Ohio. Evidently the Houston Photo Enforcement Program is based in Ohio. Does this seem odd to anyone else??
